The Khanty-Mansiysk Autonomous Okrug is developing the concept of a film cluster with courses, internships and educational projects for filmmakers, and it is also planned to create a pavilion for high-tech film production. This will help film companies and aspiring filmmakers in filming films in the region, said Deputy Governor of Ugra Elena Shumakova at the session “Filmed in Russia. Regions as centers of film production,” which was held as part of the business program of the “Spirit of Fire” film debut festival.
“The concept of a regional film cluster is currently being developed in Ugra. Its main part will be the educational segment. These are courses, internships on real film projects, film schools, training in creative and technical specialties and working with graphics. In addition, it is planned to create a pavilion for high-tech film production and develop a system of grants for Ugra screenwriters and rebates. We also plan to further build a support system for developers of innovative technologies in the film industry,” she explained.
In turn, the Governor of Ugra Natalya Komarova at the “Spirit of Fire” site said that the Khanty-Mansiysk Autonomous Okrug is ready to create maximum conditions for the creation of world-class films on its territory and their subsequent promotion. “We have a rebate mechanism, and at the Spirit of Fire film festival the event academy operates year-round. This is a good platform for aspiring directors and exchange of experience, including for children, students and young authors,” she said.
According to regional authorities, in Ugra, companies can return part of the expenses for filming - for filming films in Ugra, a rebate system has been introduced (up to 80% of the expenses of production teams for filming in the region, the amount of the subsidy cannot exceed 30 million rubles), a guarantee mechanism for lending is being implemented film companies making films in the region will also help them select actors and resolve administrative issues. In March 2023, Yugra joined the “Cinema of Russia” project, which is being implemented in the regions of the Russian Federation by the Agency for Strategic Initiatives and the Association of Film and Television Producers with the support of the Ministry of Culture of the Russian Federation.
The theme of the Spirit of Fire business program this year was “The special language of the national cinematography of the BRICS countries,” and representatives of the film industry from India, Iran, the UAE and other BRICS countries took part in the business and educational sessions of the festival.
