Today, many Russian regions are striving to become film and television industry hubs. However, shortage of qualified film professionals remains a major problem. Industry experts signal a shortage of professional film production staff, directors, screenwriters, cameramen and producers. This is partly due to the regions lack of robust educational programs and educational institutions with a focus on film industry. What has changed in film industry educational programs in the recent years? What successful training programs exist in the regions? What kind of joint Russia and BRICS countries educational programs can be implemented?  Is the system of launching regional film schools capable of resolving personnel shortage in the regions?
